He is well-versed in VHDA procedures, requirements, and the submittal / review process. Emmett’s skillset is strong in the early stages of a project, focusing on finding the successful site and program solution, a well-coordinated plan layout to meet the user needs, and consensus among the range of project entities. The project’s design aesthetic is always high on Emmett’s list, and his strong background in the overall facility’s and site’s positive interaction with the community is key. Additionally, Emmett has a strong background in public projects, working with counties and municipalities across the Commonwealth. His projects have ranged from courthouse complexes to public safety facilities to governmental campus master plans.
